The NHS Commissioning Board Authority (NHS CBA) is an independent body responsible for the planning, performance management and commissioning of healthcare services across England. It was established in April 2013 as part of the Health and Social Care Act 2012 and is accountable to the Secretary of State for Health. The authority’s primary aim is to ensure that all patients in England have access to safe, effective, patient-centred healthcare services that meet their needs and expectations. This includes ensuring that health systems are efficient, delivering value for money and making sure there is a good balance between quality and cost. To achieve this, the authority works with Clinical Commissioning Groups (CCGs), local authorities and other stakeholders to develop clear outcomes frameworks, commission services from providers and monitor performance against these standards on behalf of NHS England. The NHS CBA also has responsibility for managing public health initiatives across England. It works with Public Health England (PHE) to set national priorities such as reducing smoking prevalence or promoting healthy eating. The authority then helps ensure these objectives are met by overseeing local initiatives such as stop-smoking campaigns or healthy lifestyle programmes. The NHS CBA also has responsibility for regulating some healthcare providers such as Independent Sector Treatment Centres (ISTCs). These centres provide specialist procedures or treatments which may not be available in an NHS hospital due to capacity issues or lack of expertise; however they must meet certain standards laid down by the authority before being allowed to offer services on an approved basis. Finally, the authority works with Monitor – another NHS body – on competition regulation within the healthcare sector; this helps ensure competition takes place fairly so that everyone involved can benefit from innovation while still protecting patient safety
